I must have seen this before, it expresses a view similar to that in William Burroughs’ Red Cities of The Night, and it tries to re-tell the history of piracy from a social-criticism, left-wing perspective, boldly arguing that pirates were commies and homos.
A search for Pirates turns up mostly personalities, including an Irish pirate queen with a shifting name and remarkable life story, Granuaile, Pirate Queen of Connaught.
